Business Analysis — Regulatory Commission of Alaska (RCA)

The Regulatory Commission of Alaska is engaged in a multi-tiered process to substantially improve its regulatory activities and its reputation for timeliness and completion. This project includes the following:

  • Needs analysis for automation tools and process improvements for the organization
  • Documenting requirements for a comprehensive case management system
  • Developing a Web Portal to provide information to the public

Many of the issues affecting the RCA's ability to adequately perform its mission have to do with a lack of management information systems or with the presence of outdated or obsolete information system technologies which rely heavily on manual intervention at all phases of each business process.

As a result of this project, redundant steps will be eliminated and tools will be available to allow the RCA, and the utilities it regulates, to operate more efficiently. RDI completed a needs assessment and functional requirements, developed an RFP, and helped evaluate vendors, negotiate the contract and support the implementation.

Needs Analysis and Requirements Documentation — State of Alaska, Dept. of Natural Resources, Division of Forestry

The State of Alaska, Department of Natural Resources, Division of Forestry, which supports the Alaska Wildland Fire oordination Group, is charged with managing and responding to wildfires in Alaska. One aspect of their duties is to thoroughly document all activities regarding wildfire mitigation, planning, and response. Many standardized forms are used internally, and they must be managed and transmitted to external agencies.

RDI assisted in the following ways:

  • Analyzing needs
  • Documenting requirements
  • Developing an RFP/RFI
  • Procuring the business application
  • Researching and evaluating products

Business Analysis — Municipal Light and Power

Municipal Light and Power (ML&P) decided to implement an automated, on-line timecard system. It was determined to issue an RFP for a third-party product and implementation services. RDI was hired to define the requirements and needs as well as assist in RFP development.

ML&P felt that it was important to hire a company with a proven project management record to ensure that the RFP reflected the critical need for the new system to address integration requirements to other systems. In addition, due to the mission-critical nature of the new system, a clear definition of scope was required.

RDI managed and conducted a project to assess and document the requirements (functional and technical) for the new timecard system for ML&P.

During this project, RDI completed the following tasks:

  • Requirements definition
  • Scope definition
  • Procurement guidance

Needs Analysis/Software Requirements Specification — Alaska Division of Governmental Coordination

RDI performed a needs analysis for DGC to determine requirements for a software system to support the agency's major business functions, including coordinating permitting activities for coastal regions in Alaska. More than two dozen staff members were interviewed and their needs thoroughly documented. This led to the development of a rigorous software requirements definition document along with detailed business process flow diagrams.
